FPE is collaborative multi-institution public and private partnership within the DHS National Center for Food Protection and Defense. Resources are provided to enhance our nation's intellectual capacity to prepare for, protect, respond to and recover from incidences of intentional contamination of our food supply.

Students of both the Industrial College of the Armed Forces and the National War College join together in mixed seminars to role play executive-level decision makers grappling with difficult national security problems. The students draw from the full range of knowledge and skills learned from the NDU curriculum and their own background to develop and assess alternatives and solutions to fundamental questions related to national interests and objectives. The exercise simulates an ongoing inter-agency debate about national security policy in a radically changed and evolving global environment. Through this program, the students have an opportunity to analyze global developments and apply their executive skills in analysis, problem-solving, consideration of strategic implications, management of information sources, and consensus decision making.

The fall semester introduces the student to the concept of national security strategy-- the art and science of developing and using the political, economic, and informational powers of a nation together with its armed forces, during peace and war, to secure national objectives. This semester lays the theoretical, historical, and conceptual groundwork for examination of the use of national resources in the second semester. The student is introduced to the complexities of developing and implementing a national strategy and to the process by which this strategy is made. The focus is on the global dimensions of U.S. national strategy and exploration of all its components political, diplomatic, economic, military, and informational. The objective overall is for the student to think strategically and to be able to understand, consider, and use the nation's resources in the solution of international issues this nation will face in the future. In addition, the student is introduced to the underlying principles, structure, and process used in formulating national security strategy and gains an understanding of the international system and the U.S. role and influence within that system.

The spring semester concentrates on questions related to national resource management--the primary mission of the College. The curriculum emphasizes issues associated with the capability of a nation to support its aims with a proper balance among the social, economic, and political needs of its people. It strives to achieve a proper balance between butter and guns. The program of studies and research provides students with an awareness of the interdependence of economics, acquisition, logistics, and mobilization in various industrial sectors that support the nation in both peace and conflict. The students examine current policies and trends affecting the nation's ability to provide its resources for the national security of the United States, and evaluate alternative policies that may enhance the robustness and responsiveness of the nation's industrial and logistical bases. The spring semester is organized in three phases: the generation of resources; their acquisition and allocation; and their application. Courses are organized in an interdisciplinary format combining theory and practice in both the private sector and the Department of Defense. Semester objectives are achieved through the academic disciplines War Studies, Resourcing Grand Strategy, Acquisition, Economics, and Industry Studies.
